SCF Shortlisted – Constructing Excellence SECBE Awards

The Southern Construction Framework (SCF) team are delighted to have been shortlisted for the ‘People Development’ category at the Constructing Excellence SECBE awards. These awards are an opportunity to recognise the very best companies, collaborations and projects sharing best practice to drive positive change in the industry.

A key part of SCF’s success in delivering over £6.6bn of projects, is the emphasis it places on people development. To date, nearly 200 projects have been awarded through the framework for 86 public authorities, facilitating opportunities to nearly 300 apprentices, with over a third now permanently employed in the industry. The Framework has also focused on mental health issues, taking part in campaigns such as World Mental Health Day and Time to Talk. SCF also organised a charity cycle ride which raised over £6,000 for the Lighthouse Club charity who provide financial and emotional support to the construction industry.

SCF is a partnership between Hampshire County Council and Devon County Council. The framework connects public sector organisations in the South, with suitable building contractors to fulfil their construction requirements. The team combine their strengths and experiences to offer end to end support and provide framework users with the best possible procurement experience.

Collectively, SCF contractors’ debate, shared experience and expertise, innovate and deliver to the benefit of client, contractor, environment and community, which has recently helped the framework win the ‘Value Award’ at the Constructing Excellence South West Awards.

Hackney Britannia Leisure Centre area and School site team organise and attend local jobs fair

Morgan Sindall have been appointed to regenerate the Britannia Leisure Centre are of Hackney adjacent to Shoreditch Park. The project consists of the creation of a new mixed-use leisure centre, whilst the existing facility remains in use and the new Shoreditch Park Academy, a new 1,100-place, 6FE secondary school. The existing leisure centre will be demolished once the new facility is opened. The site team on the project, in partnership with the Shoreditch Trust and Hackney Works Team, organised and attended a free jobs fair on Friday 8th November 2019. The jobs fair was advertised locally and on social media, and was opened by Cllr Williams. Over 100 local people registered and attended the free event, with representatives from 12 organisations in attendance:

• Morgan Sindall Construction
• Shoreditch Trust
• Hackney Works
• GLL
• Waterhouse Restaurant
• Metropolitan Police
• New City College
• K10 shared apprentice scheme
• J Brennan shared apprentice scheme
• Evolve shared apprentice scheme
• O’Neill and Brennan
• Koru Kids

The event was very successful, and there is now a roster of local people who will be carrying out work experience on the project. There were also local people who were offered jobs on the day by Morgan Sindall’s construction partners O’Neill and Brennan, and can confirm that one resident began work the next day to give him the experience that was needed to improve his CV.

“I just wanted to say a huge thank you to all of you for hosting stands [at the jobs fair]. Over 100 delegates attended, and there’s been some great feedback from the day”

Cat Whitehouse – Community Manager.

Impacts of construction inflation

There are an ever-growing number of factors that influence the cost of a construction project, which coupled with the reactive and volatile labour market have the potential to make early project cost estimates unreliable and can have serious impact on securing appropriate funding and hampers clients ability to make informed decisions.

SCF KPI Review v. National Average 2018

Predictability of the preconstruction, design period. 90% of the preconstruction phases of projects on the SCF are completed on, or within, the programmed period. This compares to just 59% across the industry.

Work experience leads to a permanent position whilst helping to engage with and inspire construction’s next generation

One of the great benefits of work experience is that it brings with it the opportunity to secure something permanent, whilst gaining valuable training and experience too. It provides the participant with the chance to gain insights into the workings of a busy site and the employer with an opportunity to monitor and assess a candidate’s performance throughout the placement.

This was certainly the case for James Grant, an SCF work placement candidate. He secured a placement with Morgan Sindall when he met them at a Jobs and Careers Fair set up by Saints Foundation. Morgan Sindall supports opportunities for local people in the areas they deliver projects and regularly attend events to showcase opportunities. They have worked with Saints FC for a number of years and understand the importance to local young people of developing close links with them. James joined the SCF Solent University new sport centre scheme in Southampton which is being delivered by Morgan Sindall.

Britain’s top 24 universities are spending more than £9bn on construction work over the next four years, generating £44bn for the UK economy

Economic research carried out by BiGGAR Economics looked at planned spending by the 24 Russell Group Universities between 2012/13 and 2016/17. The amount they are building is on a similar scale to the amount spent on the 2012 Olympics or the government’s current railway investment programme.

The key findings of the report are that over a 25 year period capital investment by Russell Group universities
is expected to generate gross value added (GVA) with a current value of £44.3bn for the UK economy. This includes £8.2bn of short-term impacts relating to construction and fit-out, £10.1bn longer-term operational benefits and £26.0bn of wider catalytic impacts stimulated by activities carried out in the new facilities.

These projects are expected to support more than 98,500 UK jobs. This will include around 37,800 temporary jobs during the five-year construction period, around 45,000 permanent operational jobs and almost 15,700 permanent jobs supported by the wider catalytic impact of the activity undertaken in the new facilities.
