As with all new legislation and requirements there will be additional implications over and above the new requirements. For the implementation of the BSA these are mainly twofold:

  1. Programme implications – with the new system of building control it is likely that the timescale required for building control will be extended, this is especially true of the HRB Gateways where you can expect at least an 8-12 week hold point for Gateways 2 and 3. The largest impact will be on handover where occupation will not be legally allowed until a completion certificate has been issued.
  2. Cost implications – along with the additional time required in the programme (which incurs additional costs) there are likely several other costs to consider such as application fees for HRB’s, additional fees for the PD BR role and additional costs from all designers and contractors to meet their obligatory duties.
