SCF’s 4th Generation of Construction Framework: 1 Year on

SCF’s 4th generation is now a year old. In that time the UK and the world has seen some dramatic changes in our world which has caused unprecedented changes to everyday life. Despite this, the framework has continued to deliver projects for the public sector, offering opportunities to improve the lives of the public and to support our communities through education, security, leisure and business.

This review highlights some of those areas where SCF has supported the public sector, and looks forward to things to come in the coming years.

SCF continue to develop a flexible approach to 2 stage open book,   ensuring clients key requirements are achieved during their procurements. A focus on pre market engagement and industry days ensure both contractors and clients can test the project parameters, resulting in a keener understanding of the schemes and higher quality submissions during the tender stages.

Throughout the preconstruction phase, SCF provide expert advice to ensure the key governance processes are adhered to, maximising opportunities for contractors to add value to schemes, adding on average 10% of the contract sum, which can be reinvested by the client into the scheme.

The governance process ensures projects are de-risked and fully costed before construction begins, providing confidence in their designs, programmes and cost. When adjusted for scope change on average, SCF projects are delivered within 2% of programme and just 1% of budget.

SCF has delivered over £6bn of public sector works since its inception over 12 years ago, with projects ranging from Leisure Centres and Schools, to car parks and housing.

The framework can be used to deliver both construct only and design & build projects, however 75% of projects procured so far have been through a design and build methodology. Projects can be procured via SCF at any stage, allowing value to be added throughout the design phases.

Increasing transparency in the supply chain

SCF have launched a supply chain portal, giving clients unrivalled access to the tendering process, ensuring best value. The portal allows for greater engagement for local SMEs, increasing competition and providing opportunity for the community.

Driving Social Value outcomes

SCF have introduced an outcome based approach to delivering social value in procurement. The system identifies the key social value drivers at a much earlier stage, empowering contractors to target those outcomes that will best benefit the community.

Looking forward

In light of the environmental emergency, SCF will be supporting an options based approach to design, ensuring clients fully appreciate the embodied carbon in their buildings. In addition, a new client app will enable clients to have all the information and documentation they need in order to ensure effective management of their projects. Finally, the SCF will be engaging directly with our supply chain to provide live market intelligence across a range of materials and trades straight to our clients.
