Gateway 1: Procurement Route Agreed
This is where the decision is made by you (contracting authority) as to whether the project is to go ahead via SCF. You will need to sign an SCF user agreement before you appoint a contractor.
As a framework, our role is to make the procurement process for your project as simple and as transparent as possible.
Our team offers end to end support, and will manage the whole process on your behalf, working collaboratively with you and our framework contractors.
The process map below outlines a typical project, however our process is flexible, allowing us to create a bespoke solution to satisfy your project requirements.
What are the required project values to use the framework?
Intended to deliver projects from £4 million, with no upper limit, SCF recommends undertaking a soft market test for all projects values to understand the level of interest in your scheme.
Our South West Lot also includes project values sub £5m.
At which stage do I need to involve SCF?
We recommend engaging SCF as early as possible to get the most from the process, but regardless of which stage you are at with your project and procurement process, we can help. Two stage procurement can add benefits throughout the project lifecycle and our team have a collective of 120 years experience working within the public sector and the industry knowledge to make sure your project has the best possible outcomes.
Lead Times
Typically, 4-8 weeks to complete the process, however we will put together a bespoke programme to ensure you get everything you require from the procurement process.
Is there a cost to access the framework?
There is no access fee to utilise the framework, but you will need to sign a one-off User Agreement. Please contact one of our framework managers who will be able to provide you with the this. SCF charges a levy to contractors for any project they win under the framework. This is set at 0.25% of contract value. SCF is completely public sector operated and is fully transparent in covering the costs involved in procuring and managing the framework. The Contracting Authorities of Devon and Hampshire County Councils operate SCF for the benefit of the public sector.
Our frameworks can be used by all public and third sector organisations within the specified geographic area which broadly covers Greater London, the South East of England and the South West of England. It can also be used by other client organisations where public money is being expended.

Our Typical Process Explained
NEW to SCF5 is our direct award option in addition to mini-competition.
Direct award allows clients to appoint a contractor from the framework without further mini competition. Clients must demonstrate that the direct award option provides best value. SCF can advise how to achieve this and support clients through this process.
1st Stage
The mini competition stage is where bidders compete for the contract based on their capacity, capability, stability, experience and strengths of their supply chain. This stage acts as an opportunity for you (the client) to review the approaches of bidding contractors and compare their rates for profit, fees, overheads and other additional costs associated with the project. From this, you will be able to select the most suitable contractor that can fulfil your operational requirements.
2nd Stage
The contractor you choose, and their key supply chain members are engaged as early as possible. They become part of the pre-construction team with your key stakeholders, professional advisors and supply chain members. The team will work to an agreed objective, cost and programme. They will fully scope the project and assess risks early on. This reduces any chance of unforeseen issues occurring later in the project that impact costs and deadlines.
